Power Relay Station not working

Playing on Xbox one x, the power relay stations are not transmitting power between my settlements. Starlight drive in has about 800 power and is only connected to abernathy, sunshine, and sanctuary. None of the settlements despite having power relay stations in each one are receiving any power
 
1. Pretty sure the power transfer has a range from the settlement providing.
2. The settlement providing the power needs a transfer station.
3. After the power provider settlement is set up go refresh the transfer plots in the receiving plots.
 
Wait, the two posts above seem to imply that you can transfer electric power between settlements? Is that a new feature? My mind is blown.

Is the "power transfer station" built with an ASAM?

I just downloaded the latest version. The previous version had a special power pylon under "ss2"->"power." Documentation said that special pole would convey all power within that settlement where it was needed, and only one such special pole was required. I just started Sanctuary and I don't see that special pole in the build menu. Is it no longer necessary?

Yes, it is a municipal plot unlocked after basic power plants.

I just started Sanctuary and I don't see that special pole in the build menu. Is it no longer necessary?
It does not show up until you unlock municipal plots after completing Vim and Vigor (like 12 quests.) Unless you unlock it via the cheat tools.
