For some reason, half my plots are not getting power the hud says i have 0 power at all but i have a power plot that is functioning from what i can telll and i have everything wired to the power box.

this seems very similar to this known issue in SS2 settlements where the workshop framework will be a bit overzealous detecting and fixing a rare problem with the power grid by destroying and recreating the grid database, leading to wires that appear connected, but don't actually carry power.
you'll need to disable that safety check, per the recommendations in that thread, then rewire the settlement. if this actually the issue, you shouldn't have any further problems.
