If you find the power grid in one or more of your settlements is resetting itself, you'll want to disable the Power Grid Auto-Repair and Auto-Destroy systems from Workshop Framework (any new saves starting with version 2.0.17b of Workshop Framework will find these options disabled by default).

These systems were designed to eliminate a bug in the base game where the power grid could end up with obsolete references in it, which would eventually cause the game to crash. From all of our testing these systems are working, so the issue may be that power grids are actually being corrupted consistently by something - and we have to identify why. In the meantime, disabling these options seems to be the best solution.

If you have MCM, the options can be found under Workshop Framework > Workshop Item Options, the options are called: Power Grid Auto-Repair and Power Grid Auto-Destroy.

If you do not have MCM, you can also find these options in the Workshop Framework Controls holotape, which can be crafted at a Chemistry Workbench. In that holotape, these settings can be found under Framework Controls: Power Grid Auto-Repair and Power Grid Auto-Destroy.

Note that these options are only available if you are using F4SE, so this does not apply to Xbox players.
 
After installing beta 2.2.1 and playing for 32 game days, the power issue is still sporadically occurring at the Boston Airport, but at no other settlement. Time for Plan C - use a console command to set the Boston Airport happiness at 100% and move-on.
The power issue is unavoidable. It will become corrupted at some point sooner or later. This is an issue that KG should put a bounty on to fix because it is extremely frustrating and time consuming to correct/manage when you run into these power issues.
 
My first 3 settlements had the power mysteriously reset. It was rating the power and the wires were all connected but no juice was flowing. Just selecting each wire from the generator outward fixed the problem. I am on my 5th or 6th settlement and it has not happened again.
About 245 hours later it happened again, just Sanctuary. I had just done an update on a mod that needed fixing, so not sure if that affected it.

I had this issue on my current playthrough at The Castle; I couldn't get any nearer to it than roughly circumference described by the distance of Sullivan's Dinner without CTD'ing. Fast travel also resulted in a CTD; as a "what the hell" moment, I toggled on no-clip within the console and managed to get there that way, fully expecting to CTD once I disabled no-clip. However that didn't happen and I was able to repair the power lines/nodes which fixed the CTD issue.
I was just wondering if any other players have used no-clip to get to a settlement that was causing a CTD, or was I just lucky and it was a "one off"?
 
In a recent video, Kinggath mentioned that there is a new solution in the works to fix Bethesda's power grid failure bug for good. This is incredible news. It's not uncommon for me to visit a settlement, and discover the power grid has failed. I will then either use the Power Tools to automatically rebuild the grid, or Destroy the grid and then manually replace every single wire. While that process sucks, it is made worse when the grid fails again before I even leave the settlement. It has happened many times to me. I am sooo looking forward to this bug being squashed!!!
 
I did a few experiments to try help fix the problem starting some settlements with the power plot. Looks like that bugged settlements are born bugged; If the power plot plus pole doesnt produce power there is no way to fix: refresh, redo the power line to the pole, scrap and rebuild the pole, all failed to give power for more than a few seconds. If the power plot works and the pole has power it will keep working even if we attach some other plots to the grid; cannot say the problem will not reappear with the settlement at pop 20 and high tech power plot, but i think that doing the power plot first and if it works go on if it doesnt load the hard save you did before starting to build and try again will help.
Next experiment will be going to my bugged settlement, raze it to the ground and rebuild once i have a working power plot.
