How do you get the Powell Refuge to appear in the list so the house can be created?

Okay, never mind ... apparently it needs to be a 3x3 plot. I am using a city plan but want the Powell refuge ... can a 2x2 plot be converted to a 3x3?

Doesn't actually matter. Personally I always give him the "Museum of Oddities" from "pra's random addon" but that's just my preference.
