Question,
I like the idea of a police force spawning in the game but I wonder if each settlement will build a police station. If a settlement captures someone that breaks the law are they shot on site or are they put in jail and turned into a NCP of that settlement or decided guilty and shot by firing squad? Or perhaps chain gangs doing repairs and upgrades to the community ? I know just some crazy ideas. How about police dogs as well ?
 
We don't really have any idea how police or doctors will work, until chapter 2 comes up. Some new building classes will be there for sure, but what it's like - who knows. Maybe some of the stuff we're imagining right now will be there, maybe not. I'd almost bet there will be police dogs, though.
 
I’d like for the police and doctors and other factions to be totally separate from settlements , more like they took up home in other parts of the commonwealth and are now active because our efforts have made it easier for them to operate. The police could be based out of concord perhaps doctors out of Lexington stuff like that. That way it brings more life to different areas of the map and isn’t settlement locked.

Considering the emphasis placed on the FAQ (and in the trailer) on showing that places NOT in settlement spaces will start building up too... I'd pretty much bet on that being at least mostly the case. We'll almost definitely unlock a new plot from doing their 'sidequests' too, though, although what those will actually DO is another question...
