Plots that become empty after upgrade

Dont think that it is right the Press have at level 1 and 2 Working things inside but at Level 3 only an empty Room.Have Refresh the Plot at different times but it Build always only the empty Room.The Other Press the newspaper Press is even bugged.It Build Right but place Items that you can not scrap after so even you destroy the Plot they always remain behind like the Newspaper Stand in front of the Plot.
