Plots not snapping

I'm still at the early stages, but I have a similar problem. The plots snap to the foundations in a peculiar way. If you got stairs leading up to the foundations, the plots don't snap at all and the ASAM is floating in thin air. I also made the discovery that if you place an agricultural plot on one of the preexisting concrete foundations in Sanctuary, the whole mound floats in the air.
 
I've generally found a lot of plots won't snap to each other, sometimes they do but most of the time they won't. The 3x3 pots are the worse and most of the time won't snap wont to anything that's already been placed at all. Is this normal behavior?
I can report that I had this problem too. Have been restarting a lot experimenting with other mods so haven't got to far on SS2 again to retest, but I can confirm it seems to mainly be the 1x1 or 3x3 plots and not so much the 2x2 ones. Also interior plots seem to have some snapping issues now as well.
 
The snapping is a bit less responsive than it was in SS1.

If you guys are using Place Everywhere then you aint using the options for it.
F1 turns on/off object snapping
F2 turns on/off surface snapping

Once you get used to using these it makes it SOOO much easier to place plots and adjust them so they arent clipping into a wall due to a snap point they chose. Sometimes turning off surface snapping makes it snap quicker to an object.

Keep in mind after placement if the power is missing you may have to grab the plot and "drop it" for the game to recognize the new position
 
Another trick is to remove the nearby floors and walls so it can only snap to the floor underneath. Then move the walls and floors back after. So basically you build what you want the final look for, then move pieces to snap the plot in place and then move everything back.

The best things it like snapping to is:
1. The floor next to it (requires no floor under it.)
2. The base of a wall.
 
I'm not using place everywhere
While the F4SE required for the Place Anywhere can be a pain you are really missing out as a builder not using this mod.
Although since Bethesda has stopped updating the game the F4SE does not need updating anymore. I think the last update was June 2019.

I love it for the simple fact that if I want to move an object out of the way temporarily I can just place it floating in the air.
 
I have f4SE. I Just never used place anywhere
Try the mod out and you will probably regret not using it sooner.
It is considered one of the "must haves" for anyone who likes building.

Probaly so now that I think about it. Hangmans alley is quite a pain with me having to disable a couple of building to get my layout working
Yep, Place Everywhere has a mini-scrapping mod in it that allows you to scrap some extra items (Insert Hot Key)

Warning: Do not use the console command scrapall with extra objects enabled. You will scrap your workbench and immediately CTD.
 
The whole not snapping thing is actually very annoying. I am a long long long time user of Sim Settlements, and in SS1 snapping was a breeze. In SS2, snapping is blustering hurricane of hell. I don't understand why the functionality was changed. One work around I have found is that for the exterior plots, don't use the ones that come with a foundation. Instead build your foundations with the SS2 options. If you want a row of 4 farms, build 4 dirt foundations. Once the foundation is built, the exterior plot will snap to it.

As far as interior plots go, I have no idea what to do about that.
 
I'm coming to this conclusion as well - Plot Snapping is SS 2 is for some reason really broken, whereas in SS 1 it was pretty consistent. I've had SS 2 plots snap half overlapping it's neighboring plots, or completely overlapping neighboring plots, or refuse to snap at all. Then occasionally work just as expected, just so you can have a false sense of security. I love a lot of the upgrades (most especially the multiperson homes) in SS2, but this is maddening.

I keep having them try to snap flat onto the foundation of another plot instead of to the side of it like I want it to, overlapping it but facing 180 degrees the other way. I've actually started building the foundations all out first in a 'sketch' of how I want the place to look, and putting the plots onto them later as needed.
