As already suggested by some in Nexus forums, can you please do what Clipboard (Nexus mod id: 31090) does in your mod with the layers concept. Though your concept is broader but at least with object/group of object cloning, movement, rotation etc is much better handled with that mod.

That mod features a lot more ways to select, place, name and manipulate stuff. It can also select anything select-able through the console. It has ~500 slots for them. It is extremely fast at it, placing over 200 objects in a second or two.

The author had stopped work suddenly in July, and he may resume in the future or you may try contacting him for a collaboration. The mod is stuck with F4 v1.10.98.

Please, at least do take a look over his work.
 
A lot of what that mod is doing is through F4SE, which unfortunately requires programming in C++ and I am not well versed in that.

My focus for now is on features that I can do with the base game scripting - which is what the current layer implementation represents. If I can discover ways of making things work more smoothly, I will definitely implement them.

Otherwise, it's going to require some serious time for me to reacquaint myself with C++.
 
Perhaps you can add a similar github repo for this plugin as well and maybe the community will come help you. That mod author also got the code from someone else and regarding your clout in the modding community, I must say, it would be hard not finding it similarly. Perhaps you may contact the same person who did it for him, he has him credited on the mod pages somewhere.

Even maybe, with enough stimulus and time, I may be able to do so.
 
I was going to make a somewhat similar suggestion, adding layer manipulation via an interactive object since that would be potentially usable for the Xbox. That on activate would have options for the layer like rotating or moving them all, or maybe selection methods(Though with flight/faster movement it is less necessary). If it's C++ exclusive stuff though, I'm really not sure then. I will just post it here rather than new topic in case it is indeed a useless suggestion.

I'd love to do this if I got really good at this stuff. Sounds like it's pretty advanced though. I wish Struckur was still around, someone could ask him for his modified F4SE Source he used for Clipboard. People like Robboten already tried asking about this in the comments section there, he wanted to recompile for updated game/F4SE.
