Please help Quest will not start

I have tried two times with fresh saves to use this mod. Both times I have started with a fresh start, completed the Sanctuary Quest, picked up the magazine, built the recon tower, and then nothing. The second time I installed SS 2 manually. I changed the Papyrus setting in Fallout 4 custom prefs. What do I possibly doing wrong? Loot is telling me everything is okay. I really want to try the new SS 2. I tried to search for my issues, but there is so much info, hard to make sense of it.
 
Scott, please post your load order. Loot isn't always correct.

I am assuming it is that "Jake isn't showing up?"

If so then It sounds like you have WSFW or the UFO4P in the wrong spot.

It should look something like this.

If correct make sure WSFW and SS2 is updated/current.

I changed loading orders as said, now the game crashes when I try to play.
What should I do? All I wanted was to be a mayor and earn a cap.

Can you please tell me how I do load order properly in NMM?

If the core mod order is correct? :search

Remove everything else. "fewer mods" or no mods but: SS2 - WSFW - Hudf - UFO4P

Then Validate game files with steam and restart.

This is a good time to start to play with Fo4Edit :friends

"fewer mods than before, then try again" is the drill until you find your issue.

I have found for myself, that if I use Sanctuary, Star Light Drive Inn or Abernathy Farm he takes a bit of time to get there, I personally think he takes a long slow stroll from Concord Hardware which takes some time. I have tried Sunshine Trading once and he appeared to pop out of the ground very quickly (that was an older version of SS2 when I did that). I also try and stay out of Workshop mode until he gets there.

Geez, sometimes it seems like tinkering with tools and tweaking things is part of fallout4 game mechanics.

How much mods are needed until there is too much mods in your opinion?

Honestly, If you are starting a new game, I would start by getting rid of NMM and going with either vortex or MO2.
NMM has issues sometimes in removing mods correctly and is not very smart in managing conflicts.
You will need to remove everything that is not one of the starting game files.

If you are only going to end up with a few (i.e. less than about 10 or 20) mods, you might get lucky and it work, but really - it has issues.

A good mod manager helps in finding issues and turning mods on and off;
  • Vortex is powerful, somewhat easy to use, and well supported.
  • Mod organizer 2 is very powerful, not as easy to use, and well supported.

Both are used successfully by tens of thousands of users.
Check on youtube for tutorials by gamerpoets on successful installation.

I am sorry I don't have any better suggestions for you.
In may game with about 200 mods, Jake shows up literally in less than 10 seconds.

It also didn't seem to register my light plug ins right so I got really limited on mods I was able to use. I hit 250 active way before I should have. Person opinion Vortex. But there is a learning curve.
