Sorry you are having so much trouble with this - it sounds like you have everything setup correctly. If you were on PC, I'd ask to look at your save. Unfortunately there's no way I can make any meaningful change to resolve this for you without being able to replicate it.

This may be a bug that's difficult to replicate. Whether bug or not, it is a problem that you spent all of this time grinding in the dark trying to fix it, so a reminder to me of how important it is to give you guys plenty of information in-game about the state of things (ie. reports). Working on it actively - we are trying to get an in-game map going to show data about SS2 connections, and I'm creating some new reporting tools for the next patch.
Appreciate the work and feedback. I am on PC now (working on new forum name) but have moved on to a new play through. Can I just zip and post the save file to the forum? I don't have a google drive or other such account. One thing that might be relevant is I think I may have done all the power upgrades while waiting for Perception settler so get trained up so the Commonwealth Rising quest had not yet progresses past "Recruit and assign staff to Engineering..." My plan this time is to staff up Engineering before moving on the HQ power upgrades.
 
For HQ recruits, I just the The Ron (talk to the Powell's and Anton about relocating to unlock The Ron's recruitment services). Sure it takes more time, but I need those settlers providing food, power, water and security.

Same. It's unbelievable how much better it works. I only had a single crash in 10 levels :') And even that is my fault cause combining me, PC and a million mods installed at awkward times is a recipe for disaster.

Maybe that's what you're missing? It's been a while but don't you need power engineering to actually get more power?
 
I'm having the same issue with Commonwealth Rising, with power transfers to HQ not working suddenly. It was counting the power up as I added to the network, but suddenly the count went to 0, manager says that power transfer is "not able" and the power transfer plot in manager says "not active." I've tried refreshing plots, visiting the settlements that should be sending power, etc, but no joy. I did use the tools to check my save for problems. Active Scripts were only 16 and I removed two unattached, but no change in game.
Sorry about that. I'm seeing now that these plots are saying they need upkeep paid, I thought I had switched that off to play around with HQ.

Nuka World RR is dropping its workshop items after your patch. I have one of the new uploaded plans from the nexus all other city are working as intended. Fresh clean when started. And am about five days playtime. I claimed RR before turning on power and have generic settlers there. I have gone there spent time there did some quest. Went back to the commonwealth did some HQ building. And this shows up again after leaving Nuka World

I tried to update to the new SS2 patch (2.2.3a) but the update broke my save: the menus just don't appear and the plots placed from the update are invisible outside of workshop mode, although they can be viewed in workshop mode. Clicking View Details or Main Option has no effect. On the other hand, problems with the electricity grid have been remedied. WFW in MCM did not present any problems.
I'm at Level 68 and I don't intend to restart the mod from scratch.

That sounds like either SS2 is not enabled or the update failed to install properly.
 
Can confirm, Branigan is still naked and Laney is nowhere to be found (using a city plan so no campfire in Oberland). Surprisingly that last part was never a thing on xbox. Persistence system seems to be working great, even though IDEK occasionally finds some issues.
 
April Li also has some clothing issues in the SS2Extended.esp. In game certain anatomy is popping out of her clothes. In the esp her armor record is missing the 33 body slot checked.
 
Nightingales can't be recruited for End of the Beginning until the end of their questline, it seems. Fiona just doesn't care. Not that she cares much after (understandable) but still, it'd be nice to not rush it.

Update: I appreciate everyone who tried to help me but I decided to start a new clean save with only SS2 installed, which went through without any problem.
I did more tests with previous saves of this current game (level 68) and no update worked, always having the same problems. I came to the conclusion that somehow this save got broken beyond recovery.
 
@Beebscalicor Can you check on some more of the outfit issues in this thread. They are from previous patch (2.2.3, so you may have gotten to some of them already) still others might be Xbox only which means they will only show up if you test without extended. If those don't show up for you - we're likely missing some files in the Xbox archive.
 
Dunno about 2.2.4 (kinda scared but gonna update once I get bored with myself) but on 2.2.3 it seems food and water for HQ have a really low priority compared to supplying settlements. That or it's bugged out. Had to tgm to upgrade every city plan as there's never enough, and most of my supply settlements have 100+. Everything is upgraded to the max, 100 engineering energy and like 60 logistics.
Also the final cinematic didn't work, neither on xbox or PC. I just went flying for a couple seconds and that's it. That's a shame. Speaking of flying, camera flies me across the entire map (wide angles are off). And I think Lupe was meant to give me something?
Not sure if this is an issue with specific plans or city plan system overall but there are a lot of dupe plots when upgrading. I've read that it's not meant to happen when a plot is in the exact same position on the next level.
To anyone that's concerned, power transfer doesn't update for Commonwealth Rising if you drop staff energy below 1000. Once it's back, it kicks in and that objective immediately went up to 1220 something.
And I'm fairly sure Remote Management plot manipulation consistently causes CTDs in those settlements on xbox but I didn't have it in me to try and replicate it over and over.
