It makes the Supermutants never respawn. Maybe that mod is messing this up??
It worked for me eventually when (I suspect) the Breakhart Banks cell reset. All of a sudden I got a popup with the objective to check on the settlers. When I got there and did that Odette appeared behind me and everything proceeded correctly.

The Extended Dialogue Interface removes the hardcoded 4-option limit on dialogue and adds full engine support for any number of player dialogue options.
