Same hereHe's never worked for me either - doesn't even do the "intro scene" with Jake at the start of quest "Well Well Well" for me either. And the Concord Church never gets renovated - I assume those are linked.
As far as I know though, he doesn't actually offer a quest on his own?
If the action is tied to the pastor's conversation triggering then that would make sense, as I haven't had any new residents to Concord outside of the two caravaneers (Branigan was his name I believe) showing up.I think what's meant to happen is some amount of time (probably 3 ingame days?) after you first meet him, the church gets "renovated", and then the Pastor starts doing sermons at the time mentioned on that note on the board - at which point the other Concord resident NPCs sit in the newly built seats to listen etc.
As far as I know, this is just a "flavor" thing to help New Concord feel "alive", I've never seen anybody mention any quests related to it.

Oh well Edmund still giving me the cold shoulder and no sermon note on the board, just the caravaneers note.I got to see the conversation between Jake and Edmond for the first time today. Here is how it went...once i got the message from Jake to come see the hub, i fast travelled to the museum and waited a few seconds, paster came out of the church and went to Jake and started talking. I think i may have been to quick to talk to Jake and it would would end whatever script that was in play to have the Jake, Edmond conversation start. Maybe not the greatest moment in fallout history but glad i saw it. Nice to see something somebody took the time to make.
I had the walls and the people. But no one said anything...Same here, in my last playthrough concord managed to build itself some walls, but there were no people apart from idleling Edward. At least the nightingales on the streets talk to me now since the last patch.
