now before i make my suggestion let me give you some context, i have played the new 11bits city builder called frostpunk and it is where i got the idea for this plot type, granted it might not work in fallout's engine but hey still a fun idea.

The outpost command is a building that use's one settler to work but it does have others sent out from it (recruited seperate from your settler count.) and it sends them to a nearby location on the map that is known to be cleared out and can be benifical to your settlements. Sent out from the main the outpost itself will require food and water to work (which will be a good way to balance out the building), now you do get some choice on where the party from the outpost command will head to via a terminal inside the building itself. and the buildings level will determine how many resources come from the outpost (and how the outpost looks.)

Some examples for places teams will go.

Thicket Excavations: This limestone quarry would be good for early game concrete production, requires that you fix the pump and then clear out the raiders to be made into an outpost.

Skylanes Flight 1981: An Aluminum source from salvaging parts of the aircraft (would be immersionbreaking slightly since it will run out given time but oh well) Requirements clear out every now and then when enemys spawn and the nearby gunner camp also needs to be taken care of for safty.

Libertalia: source of metal scrap althrough this should be clear that you need to clear out the raiders there first.

Factorys near the castle: Now this one is a bit tricky but hear me out, first off you have the fishpacking plant which can be used to porduce food along with chems over time. then you have the general atomic's factory which could be reworked to help produce robots for your settlements dirty jobs, then you have the brewery which honestly can be used to produce booze. of course you need to clear out the enemys in the area first or else it will be trouble. and the reasoning behind this is because these and other factorys in the wealth are just rusting away and i feel like they could be put to better use to help rebuild.

anyway this is getting long so I hope you like the idea.
