Outpost Zimonja

(before anything, english is not my first languaje so i'm sorry for any possible broken english accidents)
so, in my save i upgraded outpost zimonja to level 1, the game froze for a second and then the cinematic view started, it came out to be a really intracate desing, but since i was new with the mod i didn't really cared. the some days later i went back and realized that l1 was at 100% so i tried to upgrade, but the choice is not there. i refreshed the city.... nothing, left and came back,... nothing. So, what's happening? is it possible that my city skipped all levels while upgrading to L1 and it jumped straight to L3?

no is probably cause you need more time lvl 1 to lvl 2 is 15 days if i remember correctly.

wierd, didn't have to wait for any of my other settlements maybe because i'm using the manual option??
