Question One more question about xbox one build limit.

On Xbox one, when build limit is reached, do thensettlers stop building and upgrading entirely? I'm wondering if when I get to the build limits if I'll ever reach level 3 settlement? Hope someone can help me.

If you hit the build limit then -
use the city manager halotape and "Build limit - Increase Max"

No I know that, what I'm saying is, at a certain point, on xbox it's just gonna crash. So is it even possible to get level 3 settlements on xbox then?
