So after weeks of struggling to get settlers I've now got an average of 19 per settlement and 50 in hq, so today's mission is to clear vault 88 and make it into a mega settlement , put down 20 garden plots and not even half of first area full yet

absolutely, and power , have 40 in V88 and that's just in first area , putting more dwellings in other areas . Wish I'd done this earlier lol would've made it a lot easier

Did you change anything in your game or was just luck/development of settlements?

I avoided Preston unless it was needed for advancement , went to settlements on foot mainly, and talked to them ,9/10 times someone was kidnapped or trouble with raiders ,so I had a good core heading south this time I only used autobuild for settlements .had nothing to do with what they built apart from putting 2 artillery pieces in them all . I have outpost chimarae mod for a vanilla settlement just for making power ,but will use V88 next time
