Question Odd Shared Leader Issue Between Castle and Hangman's Alley

Hello, first time posting and unfortunately it's due to a bug. I'm still using Sim Settlements 1 as I didn't know a sequel just came out (damn).

As context, I have Hangman's Alley led by Piper at almost level 3. I haven't retook the Castle yet, so I finish up the Taking Independence questline and decided "I should make Preston the leader of the Castle". I set up a supply line between Hangman's Alley and The Castle, and I also set up the City Planner's Desk and I run into The Bug.

The Bug:

For some reason, when I go to my City Planner's Desk, it acts as if it is handling Hangman's Alley. This means when I click the desk, it says "The Castle run by Piper". Donation levels are also the same as the Alley, but now the city crashed back down to level 0.

This means I can't assign a new leader to the Castle without also simultaneously changing the leader for Hangman's Alley. It's like the two settlements are mirroring each other and I'm not sure why.

Essentially, something went wrong and started linking the Castle and Hangman's Alley's Sim Settlement data. Not sure what I can do. Had to go to a very old save and just restart. I may avoid developing The Castle in the meantime.

Is it safe to use Sim Settlements in the Castle? What did I do wrong exactly?

damn. Still need help on this. It's basically treating the two settlements as one and the same. So when Hangman's Alley updates, it updates the Castle as well. I'm avoiding using Rise of the Commonwealth at all due to this.
