NPCs almost never in Commercial plots?

So I don't know if I am the only one having this issue but NPCs for me never seem to be in Commercial plots
Agriculture seems fine
and Industry works 75% of the time youll see the assigned NPC there
Martial Plots is Hit or Miss, they seem to go more likely to Defense Structures than stand at Martial plots
Recreation Plots seem to be Iffy also. Sometimes they are always in Recreation instead of their main job plot.

But Commercial plots in Sanctuary not a Single NPC is where they should be, they always seem to be walking around or stuck somewhere.
 
Are the NPCs in question Generic Settlers, or the "unique" ones SS2 adds? We have been puzzling that out for a while.

The SS2 Settlers are never in Commercial plots they always walk around, actually haven't seen them in Any plot except standing there for a while then move off.

Generic NPCs seem to be fine - They get to industry plots just fine and Agriculture. But never seen them in Commercial plots they instead get stuck in a random spot.

Vanilla NPCs seem to care more about Vanilla defense structures but work fine in Agriculture, but not in others.

When I had SS1 this never an issue all the plots worked as on the ASAM box.
 
I can report that generic NPCs and certain (I presume SS1 carryovers since they have no quest, just "show up and ask to help" types) named NPCs will stick to their storefronts with a fair bit of dedication. However, certain other (presumably SS2 newcomer since they're The Ron recommendations or otherwise have quests) named NPCs like Crow Corvus, Franklin, and Viceroy would much rather use the idle animation markers and wander the settlement rather than stay where they're supposed to be.

SS1 didnt have ANY as far as I know. That or my luck was literally impossibly bad at ever seeing them.

Good to get more info though, trying to track down where the issue actually IS is a pain.
 
My active theory is that the script to make a settler behave like an actual settler and not a visitor hoping to be a settler isn't turning off right. Because I see Viceroy and the Grey Matters settlers wandering around in a daze. Even Franklin, who's got a General Store like he's supposed to, ends up wandering into my personal house. I'm not even sure why, he doesn't fiddle with the crafting benches or anything.

No you are right SS1 had no special setllers,
But SS1 Plots did work as intended with both NPC Generic and NPC Vanillia Special
