This has been driving me crazy for the past hour, I want to progress my HQ but every time I go to clean a room it says the same message every time for every room, that being "no options were sent to be selected from" I've been up and down this forum looking for an answer to this issue and can't seem to find one, so please for those of you who are experts or have come across this issue and have a fix please spare me with this knowledge, and preferably an alternative that doesn't end with me restarting my playthrough. Note: I am running a heavy mod playthrough, however I have had no issues with this mod so far and after looking into it I am not the only person suffering from this issue, I got past the HQ tutorial and was able to clean the foyers, but that was the only room I could clean.

EDIT: So this message actually only comes up when I try it on the main level, basement seemed to work just fine so genuinely im confused now, I don't see how a new save or reinstalling the mod will change anything, this seems like an internal issue

A similar problem . Have you solved yours or have you tried to fix it somehow ?

There are no clean-up plans available, except for the foyer and studio . Resetting plan caches doesn 't help . Rolling back to save doesn't help. Rolling back to the version of the sim setting 2.2.4, on which the plans were available, does not help. Updating to version 2.3.0 does not help. I started playing on version 2.2.6 , reached the headquarters quest in the screenshot and that 's it , mysticism began )

Experiencing same issue
 
This issue is the one I documented/logged as issue #1112, and provided a save file for the dev team to research.
In my game, I can't recall doing anything to "make" it happen. I just opened Command Mode and tried to clean a room when I started the game.

Updating to 2.3.1 for SS2, SS2-C2 and Workshop Framework 2.3.4 (the newest releases) fixed this issue for my game.
I suspect this is one of those bugs that will be difficult to track down.

I updated to those versions and I have the same cleaning bug.
 
I am running Workshop Framework 2.3.4 and SS2/Chap 2 ver 2.3.1 and have this issue. Also, my vitamatic stopped working. Also, in Remote Management, there is no option to sit in the memory lounger, the chair is there, I just can't sit in it.
Had to use City Manager holotape to skip How To HQ when I couldn't build living quarters for staff at HQ. I tried tgm to do it, it expected a room to be cleaned and since I can't clean, I can't build.
Going to try to reinstall SS2 Chapter 2 and see if that fixes it, fingers crossed. I want to play this through, it's great, but running into bugs as I go and they seem to be getting more frequent.

I'm having the same problem, has any of you got this problem sorted ?
The HQ system got me so excited, it pains me to see it buggy on this first vital step...
What can I do to help the resolution of this bug ?
I don't know if this is valuable info, but same as Kingofeverything12, i can launch some Basement clean-up projects, and the worker load bar fills as expected, but when I order a parallel project, the worker load bar resets to empty.
 
In theory, changing floors in the HQ using the elevators (and then waiting a moment for the scripts to all finish running behind the scenes) is meant to auto-fix this... is that not working?
 
All I can think of is that in I think Depravity, I had already blown GNN up for Jake the Diamond City Councilman and that bugged out the SS2 HQ cleaning, since the elevators were changed to sealed off and there was only one way left to get in. I know SS2 had a workaround for this, but I'm out of ideas. Does this sound familiar to anyone else here?

I'm not gonna say it's impossible, but with how HQ works 'under the hood', I can't see how that'd be causing that.
(I actively refuse to have any of that 'family' of mods even on my PC though so I've never tested it)
More likely to 'mod conflict' in that way are things that make significant changes to generic NPC categories, or the "item sorting" type mods.

Well, I have a pretty long list of mods, thou i don't think Depravity is a culprit here (althought i never tested without it)
I'm at the HQ point where u're supposed to recruit staff (15 settlers), but, i can't clear any room cause the "no options were sent to be selected" kicks in everytime in all but some useless rooms. so i'm stuck on this part, funny thing is, other quests can proceed if i force them, example, i recruited cassandra using setstage ss2c2_sirick_mq2(?) 6 , she's in the HQ along with the blonde scrub from vault 88. and she wants me to upgrade their lab and all, i've cleared the ghouls in the office level also. But i still can't clear any rooms.
Only thing i can remember that may have caused me this issue was when "moving day" started, and i was supposed to hear jake's call on radio, but that never popped (i tryed, it was mute for around 5 game days, yes i heard static for that long, and i use timescale 5 so it was really a long time), so, i've gone to concord, and he wasn't there, then i guessed (by the quest name and the recent events on GNN) that he would be there, then i've gone there and everything proceeded normal, till the point i was supposed to build the generator, wich i can't cause i can't clear the room. The thing is, i've recently discovered that the "listen to jake on radio" is still in my quest list, but it moved to miscelaneuous quests (wich i never check), and i'm guessing thats the reason why it got things stuck?
Well, other reason may be the mod SKK global stash, wich appears to be conflicting with SS2 in 2 situations:
1 - after moving day, around 60% of my stored items are gone, noticed that cause my asam sensors vanished, then i went to check and noticed a lot of other things missing too
2 - SKK pulls the resources from the HQ, things like logistics power, security energy and all, are all stored in there, wich makes them unusable unless i grab them and keep in inventory, then i can use it but, it's wrong right?
I'm pretty much done with ss2 in this playthrought, witch is a shame cause i'ts a 300hours+ game with almost no bugs, conflicts, problems or ctds. But, i thought my report could help our heroes to figure out the problem, if more info is needes just say the word, and, thanks for a great DLC.

Bump. Is there no way past this? I just got through the HQ tutorial and now I am unable to run any clean up projects. I have tried reload a previous save before Jake reached out about the HQ. I have reinstalled all of the SS2 core mods. I have checked for updates and updated SS2 support mods, most city plans and add-ons. I only have Sanctuary, Starlight, Abernathy, Sunshine and Tenpines as settlements. Also, I can't adjust any of the rooms created in the tutorial. Including the players room. I was able to change the purpose during the last playthrough.
 
I started a new game and rushed to the HQ quests, without altering my mod list for the run.
The problem didn't appear again.

From playing Skyrim I took the habit or making a Bashed Patch with Wrye Bash after each modlist modification.
I also did so in FO4 even if wasn't needed.

I suspect the combination of those might be a source of problems.
