Solved (No longer WSFW related) Better Living Through Chems triggers false "enemies in settlement" alarm

Has anyone run into an issue where you cannot "Search" a workbench because you need to clear out enemies from the settlement despite having killed everything? I just got to Sanctuary after starting up a new save file and ran into this issue for the first time, never encountered before installing WSFW. I made sure to kill anything nearby and use both killall/killallhostile and am still getting a notification that says I need to clear all enemies from the location.

My first guess is one of my installed random encounter increase/settlement area expanding mods is interfering or somehow blocking the framework from properly detecting an all-clear. Loading up in FO4Edit shows no conflicts with any mods besides UFO4's Patch, but WSFW is loaded beneath that so it ends up the winner. While I am willing to drop settlement area expansion mods, I would rather not if possible. I can't do without the spawn increases for sure, vanilla FO4's NPC encounters are far too few for my taste.

P.S. I added Sanctuary using the tools in the MCM menu, but the notification lists the settlement as [...] even though it seems to register fine in the Pip-Boy menu. This isn't the intended way to do it, I'm sure, so I still want to see if there's a problem regardless. In addition, Raze My Settlement (which requires WFSW) won't work if this method is used, which I'm guessing is because it can't detect a settlement added this way.

Don't you have to rescue Garvey to get the settlement unlocked naturally? I've never been allied to the workshop before rescuing him without a workaround.
 
No. You merely have to kill off all hostiles (bugs) in Sanctuary - then you can search the workbench.

Since you’re using an expanded settlement mod, did you kill off the dog over the water? And the bugs over the water to the right of the bridge as you exit Sanctuary?
 
I'm pretty sure I've killed everything, even the mirelurks off to the corner, but I'll do a second sweep to make sure the spawn increaser hasn't added anything else. This is the save before adding Sanctuary via tools, btw.

Did a few sweeps and killed: NE bloodbugs, NW bloatflies + raider in shack, W target practice raiders + dogs, SW mirelurks + raider bonfire, S dogs, SE more bloatflies + some ghouls towards the Abernathy Farm. Before doing the sweeps, I went and got the museum's Minigun and Power Armor, and was firing it off around the settlement to make sure I aggro'd anything close enough.

Still not able to search the workbench, though. To do a rough test, I disabled the All Settlement Expanded mod ESPs and tried to search the workbench, same result. Not sure if it's because that's not the source or if it's because something is left over after disabling the ESP.

P.S. Oh snap Whisper, love the power plot addons. Haven't put down a generator since.
 
Update: It might not be WSFW after all. I disabled it and ran through the intro as fast as possible, but the clear enemies warning kept popping up. I'll nail down the culprit and update ASAP.

Update 2.0: Not the All Settlements Expanded mod either, yet. Narrowed down to a spawning mod.

Update 3.0: Not the spawning mod, either??? Potentially... Better Living Through Chems?

Good news: WSFW and Raze My Settlement are working perfectly now, and I was able to access the workshop BEFORE killing bugs in Sanctuary. I thought I had remembered doing so before.
(Minor) Bad news: Better Living Through Chems causes some kind of situation where you can't activate the workbenches even though everything is dead.

I installed WSFW right before Raze and Chems, and since Chems didn't seem to state it modified the workbench I assumed hastily that WSFW was the source of the issues. Updated title and flare, and will log the bug with the Chems mod page (though, if I saw correctly, it seems to have been abandoned.) I guess I'll have to get my chem addition fix elsewhere.
 
I’m glad that you found it.

That is a weird thing to break workbenches though. :/
