Bug New Update: Settlements will not upgrade past level 0.

First off let me say, I love this mod so much! But I've recently run into a problem since updating to 4.0.

After I upgraded my 3in1 to 4.0 everything runs fine except that my city plans will not upgrade past level 0. Scrap collected is at 100% and the readiness is at 100&. I have full food, water and even happiness is around 85% but none of my cities will upgrade. Some of my settlements have even reached full settlers as well like Red Rocket and Oberland but there's no option to upgrade whether I have it on manual or automatic. I've even tried refreshing the city and refreshing local data and nothing. I am using the option to not have a city leader. The individual plots will upgrade to level 3 but not the city itself.

I've even tried a new game and still the same thing. Can someone help me please?
 
I've even tried seeing if there was a conflicting mod but I couldn't find anything. Tried uninstalling mods and still could not upgrade the cities. In some cases it even caused a CTD. :/
 
I'm having a similar issue, scripts say my cities are ineligible due to not having a leader, despite my having that option disabled. Sure enough, adding a leader fixed the issue, but that makes the setting a moot point...
 
I tried assigning a leader to the settlements that should definitely be ready to upgrade, but still nothing. I really don't know why I'm not able to upgrade the cities at all...

I mean I've even tried a clean reinstall too.
 
What's odd to me is that the setting for removing leader requirements allows for City Plans to be selected, but seemingly doesn't work for upgrades. Can anyone else see their Papyrus logs to verify that not having a leader is what is causing settlements to be ineligible? Because this is what's happening on my end :/
 
Same problem here. No city upgrades which is a problem for some cities, as requirements grow as population and plot levels do but the city cannot provide those at level 0. I tried looking if I can upgrade the city on my own but found no option. Maybe I need to try by making the upgrade manual.

Update: Tried on manual and no change. Tried looking both Sanctuarys and Abernathy Farms cities to no avail. No option to get the city to upgrade.

Started wondering if the problem could be that I dont have Workshop Plus or Framework. Maybe that causes an issue.
 
Can confirm that cities won't upgrade without a leader assigned, even if that requirement is turned off. Moreover, plots won't start auto upgrading until I visit the settlement, even though everything is set to auto upgrade.
Using SS 3-in-1 4.0.1 + Workshop Framework 1.1.1

I'm using settlement leaders from the Leaders of the Commonwealth mod. Let me know if you need Papyrus logs or my Load Order.

Update: I found the problem: the % number on the HUD and scrap collected percentages are actually two separate values. I donated enough to raise Tenpines Bluff to 100% scrap and I was finally able to upgrade.

Issue only happens when you set the option "Leader Required" to Off
 
So, I have finally figured it out. You cannot use the option to have no city leader. The cities will not upgrade or give the option without a city leader.

Once I turned that setting back on and added a city leader, all of my cities were given the option to upgrade.

But that just defeats the purpose for the option of turning off the city leader required
