I like to build settlements in places I find interesting (Ft Strong, Ft Hagen, middle of nowhere). I use console to place a workbench, then use the workshop framework "manage", "take ownership". The settlement will then show on the map. Yay! However, it does not show in the list of settlements when moving settlers, etc. I've tried following youtube vids on using creation kit to add these new settlements...but I am doing something wrong. Could someone "with the know" comment with steps on how to properly set up a settlement in creation kit, or could someone add a "Add Settlement to List" option under "manage"?

I'm pretty sure its not something you can do with console commands. You would need the Creation Kit and xEdit, and some papyrus scripting knowledge. Take a look at this mod to see how they added the settlement.
