Solved new install no holotape in game or via console

Decided to try Sim Settlements today. First I installed the 3 in 1 but when I load the game there is no holotape, terminal or boxes in Museum. Watched the video showing the location so I know I am in the right spot. Doing a console search help "city manager" 4 brings up nothing at all.

I've tried uninstalling the 3 in 1 saving a game with it uninstalled then tried just Sim Settlements with the same results.

Looked at the list of problematic mods only one I am using is Unlimited Companion Framework.

Any suggestions?

rechecked common problems page and apparently when I googled started part way down the page noticed the HUD framework issue so trying that solution.
That didnt fix anything still no holotape in game or via console.
PC version btw.

Got it working! Took a couple tries but it must have been the HUD issue.
