I had some problembs with my game plots not building properly missing power poles so i decided to do a full uninstall of fo4 and all files and fplders and the same with vortex and restart from scratch so i get the quest to clean up starlight and set up a becon jake comes does ihs first part i go meet him in concord and then meet him in starlight i set up the farm and work plot and old paul sugets i build more This is where the problem starts i build 2 more of the residentials all's fine i build the 4th and the game does not recognise it so the game says i still have to build 2 more i destroyrd the lat plot i built as it was not counted and built another one and that was not counted, screnn shots below inclucing my load order.

Any surgestions what i causing this all was ok untill the 1.0.14and 15 updates
 
Not familiar with Vortex, but that load order seems a bit off. Here is the recommended load order:
  1. Fallout 4 and DLCs
  2. Unofficial Fallout 4 Patch
  3. HUDFramework
  4. Workshop Framework
  5. Sim Settlements 2
  6. SS2 Add-Ons and All other mods

Mods like Buffout 4, Address library and Baka script extender can go before the Frameworks and settlement mods like Raze my settlement can go right before SS2.
 
There should be a file called loadorder.txt in the following directory:

C:\Users\<yourusername>\appdata\roaming\vortex\fallout4\profiles

If you could post that text file, that might help someone provide a better idea of what to check.

@mostyn30 was there a settler assigned to the 4th plot? IIRC, the quest will not count a plot as "built" until a settler is assigned to it and it has finished construction.
 
Did you give it some time to finish up building and stuff ? After the latest updates some times it takes a min or two for stuff to get working and running right.
 
As i said in my last post it finished building the 4th house but it was not counted, I don't know if it was assigned or not.
 
I reloaded my game back to just after clearing out starlight and started again, so Jake runs his bit, and then i set up 4 more residential, as 1 was built in jakes demo, they all have someone assigned to them, as you know i have already got 1 farm and 1 factory from the demo, so i built 1 more farm, and 2 factories, this make 5 of each as in the quest, all assigned, but still the game says i only have 3 residentials, and 4 industrial/farms, i left and went to sanctuary sat there for an hour then went back to see if the data had corrected itself, but it didn't so i built 1 extra residential, and 1 extra farm, making a total of 6 of each, those too were occupied i am now stuck.

Do you have auto assignments turned on ? I’m wondering if multiple plots are assigned to the same settler messing up the counts. Normally I turn all auto assignments and same with workshop framework turn off auto assignments , then assign settlers to things my self. I’ve caught old Paul working several plots before. But I’ve also had issues with that quest doing weird stuff like only having 3 of each plot but the quest finishes saying I have 8 houses assigned so the quest it self is kinda buggy.
 
Just made a tape workshop framework controls and looked at the auto assignment options i turned off beds, defence, and food, is that right? And is there anything else i have missed, if not do i need to reload my game back to meeting with Jake for the first time and starting again.
 
Did you also turn Auto assign off in SS2. Even with those off the mods will still auto assign people a lot. Just go through and reassign people where you want them.
