Solved New Game Doesn't Start

On starting a new game with Conqueror installed, the game refuses to start. I can install any mods except Conqueror and the game will begin just fine. Specifically, when I select "New Game" I hit an infinite loading screen before the "War Never Changes" start cinematic. Originally, I thought I hit the script limit, however, disabling all other mods except those required by Conqueror has the same result. I've tried reinstalling Conqueror manually (I use MO2), but this didn't seem to fix anything either. I'm at a complete loss here. As far as I can tell, I've tried everything. I've also tried redownloading Sim Settlements, Workshop Framework, and Conqueror with no success. Further, I've tried verifying my FO4 installation through Steam, double-checked my .ini files, including using a newly generated .ini files. On top of this, I set the game to run on the lowest graphic setting possible. I've looked over the incompatible mod wiki page, and I have nothing on that list either.
 
I have quite a few. I can post my load order if needed. That being said, I tried getting the game to start with just Workshop Framework, Sim Settlements, and Conqueror. The same thing happened.
 
load order at that point isn't really going to help.
here's some things to try;
1. does the game start normally with no mods added?
if the answer is no, then get steam to validate your files and try again.
2. when you get the game to start with no mods, alt & f4, and start it with a single mod added. does it start normally? if it does, alt & f4, and start it with 2 mods - repeat.

when you start the game with sim settlements and conqueror, you really should start the game with UFO4P (if you use it), SimSettlements, Conqueror and if you want to push the boat out, some city plans and thats it. Nothing else. No other mods at all.

Let the game start, let conqueror do its thing and before you exit the vault make a hard save, exit the vault then add mods - slowly - don't add all your mods in one go - and let the game start each time - and do nothing but stand on top of the hill overlooking sanctuary - until you're certain the game is loaded the mods you want to run are loaded and the game responds to you.

it's a slow process of trial and error. no other way that i know, to make sure you've got a stable game.
also - before you start any of this process, search for and read @RayBo's post on baking a save - its like a bible of how to do this.
 
I can run the game as long as Conqueror isn't installed as I stated above. Both a fully modded and unmodded game load up just fine as long as it doesn't include Conqueror in that load order. Sim Settlements, it's other DLC packs, and multiple addon packs I enjoy using all work fine, just not Conqueror.
 
yeah, i know, but heres the thing - that's not normal, which is why i asked you to do those things above. you're free to not do them, of course, and there may be another way to find out what the problem is, but going on what you've shared, that's the method i'd use to ensure that you're going to get underway.
 
As far as I can tell the game is the latest version. I double-checked steam and verified the files to be certain. That being said I might just reinstall the game to see if it's an issue on Steam's part just to be sure. Any other advice before I do that would be appreciated.
As far as Sim Settlements, I did a complete redownload of all components from the Nexus just in case with no success.
As far as I can tell F4SE should be up to date. LOOT isn't giving me an outdated warning, and as far as I can tell there was no new version release since I downloaded it last. (March 13th if there was a new version and I'm just having an idiot moment).

I've tried it with ONLY UFO4P, Sim Settlements 3 in 1, Conqueror, HUD Framework and DefUI enabled as a bare minimum test and the game is still stuck at an infinite loading screen on a new game. Removing Conqueror from that set allows the game to start.
 
I tried deleting my FO4 Executable then repairing the installation to force an update check just in case. This didn't seem to do anything as well. I'm going to fully wipe my installation, then reinstall to see if THAT fixes it. If it doesn't then I'm just going to play with the other Sim Settlements DLC at that point. If somehow it's still broken beyond that, I'm just going to chalk it up to the Great Silicon God not wanting me to play Conqueror for some reason. Thank you for mentioning Raybo's Baking guide though. I'm going to use that regardless to hopefully have a stable FO4 playthrough for once lol.
 
So I finally clean installed the entire game and reinstalled F4SE just to be sure. I still have the same issue. If there's anything else I can try at this point I am more than happy to, but I think I'll just run a normal RotC playthrough.

Are you trying to start the new game with any CC_content installed?

This sounds fairly common. To troubleshoot pull all the CC_content out of your data folder and put somewhere safe.

If this fixes the problem let us know and I'll have some suggestions for how to fix it.

Do I need to also completely remove sim settlements add-on packs from Mod Organizer as a whole, or just keep them unloaded? If you mean keep them unloaded so they don't appear in the virtual data folder, I've already tried that running just Sim Settlements base mods and Conqueror's requirements. If it helps I can manually install all of Conqueror's required files to see if that works?
 
yeah take a look in your data folder for files that look like this;

ccBGSF

If you have them, they are creation club files.
Select them all, and create a compressed folder or a zip file with all of them in it, then move that folder/file somewhere else. Then delete all those files out of your data folder.
Then, start your game with UFO4P/SimSettlements/Conqueror/HudUI/Workshop Framework and that's it. Nothing else. No DEF_UI or city plans - yet - just a very basic, very modest list of mods that should - all being well - get you going.
If you can't get the game to start at that point, then there is something very wrong with your system, or more likely - with some stray files lingering around and causing you this pain. At that point it will be time for some major surgery where you uninstall the game, delete all the folders and start over.
 
AHAHAHAHAHA. Oh boy, that's great. Yeeting the Creation Club files fixed it. Also apologies for somehow misreading CC as SS, I have no idea how the hell my brain managed that. I never expected the CC files I didn't even purchase to break mods, yet here we are I suppose. From this point, should I simply keep the CC files in quarantine, as I don't own any of them so I don't know why Bethesda insists on putting them on my disk? Or will that cause long term problems?

Yeah, I own a pipboy skin inside a skins pack. It did the same thing “ugliest skin in the pack.” Took me forever to narrow it down.

now I package everything individually, archive it, and install with a mod organizer. So much better and easier to troubleshoot.

BTW, Bethesda has never fixed that skin.

other-times it is just a corrupted file which can be anything.

Once you package them you can test each one as then you can disable them from inside your mod organizer.

yeah, if you don’t need them just remove them.

mods are better anyway. :drinks
