My WSFW export of my city plan appears to export the jugs that contain condensed fog, but not the actual fog condensor pole/lamp things

Are you moving the condensors, or are they in their original positions?

Original positions. I can see the 'Condensed Fog' in the WSFW log, but nothing that looks like 'condenser'

I wasn't able to resolve it before I left for vacation. I'd say go ahead and post your entry, and also DM me with a link to it, as well as to your export log files from WSFW.

There's a chance the issue might be something that doesn't happen for all players, and is related to a mod you have, in which case you're golden. If it is a problem, I'll use your city plan and log files to figure out what's wrong and get it resolved wherever the problem is.

I also dealt with this issue during my build for the March contest entry, the way I solved is just make sure your fog condensers are untouched in your "fully scrapped" scrap profile, and then don't touch them in any of your levels. If you make and import a layout of each of your levels, the fog condensers should stay where they are, and ditto for city plan upgrades.

This approach worked for me also to keep other stuff unchanged such as the cars outside on the parking lot (but those will go kaboom if clipped by something during the upgrade )

Yeah I didn't touch any of the fog condensors, but it doesn't seem to have helped. Everything else, like the cars, landmines, beartraps, etc., all stayed. I shot a message to KingGath with the logs, will post an update if I hear anything
