my settlement is ruined beyond repair

i took a break from the game after a bug with how to hq and waited for a hotfix i updated all my mods before playing and sanctuary is reset all the things i scrapped are back and things from wasteland dlc are gone and 3x3 plots have 0 plans and certain builds effects are shown in the ui but cant see the building how can i try and fix some/most/all of the damage

Did you remove or update any mods that change the settlements themselves? Because that'll do it.

no i dont use those type of mods

This happened to me after I disabled SS2 for awhile. The only thing you can really do is go back to a previous saves, it does seem possible to magically turn things back on again somehow.

im also seeing all of my settlers are nowhere to be seen the places are empty but say people live there
