My quests are pretty stuck.

Hi so I have been using SS2 since like, forever however this is the first time I had something like this happen to me. So I was playing my game having a good time up until I finished Where there is Smoke for chapter 1. After that Memory Lane has not triggered, at all. I finished Where there is smoke at around the time I had just finished setting up sanctuary, I havent taken the castle not even met the brotherhood or railroad yet. now I am literally on Act 2 with all the factions and about 20 hours in and the quest still has not triggered. When using the holotape from the city manager it doesnt trigger it and trying to skip the current active quest it just catapults me all the way to Art of War in Chapter 3. I have tried activating the quest directly with console commads but I get the message that the quest was stopped, and when using sqs all the quest stages appear as not done.

Others have reported the skip to Chapter 3 from Chapter 1 content, but I've tested for that and haven't been able to replicate that with min mods for SS2, so it must be a mod conflict of some kind, either something overwriting Workshop Framework things or an item sorter tagging a SS2 quest or object.

Quest Skipping: You can only skip from one main story quest to a main story quest that is after it. You cannot skip to a quest that you are already on.
If you use console commands, you should always make a save before you do the console command so you can return to the point before you did that, if it doesn't work. Console commands do not always work as you expect them to. SS2 quests do have stages you can set, but the quests also include scripts.
 
I have completed the entire questline for ss2 2 times already with this exact load order installed and I didn't have any issues. and if I have to skip all the way to chapter 3 then oh well I guess I will have to do that though I feel like this will probably stop me from being able to romance Jake sinc ethe two romance interaction are in Chapter 2.

Can you post your load order (plugins.txt) then? Put it in spoiler tags.
Using Quest Skipping to skip to the next quest should not tunnel through to Chapter 3 unless you tell it to. I've tested quest skipping from Memory Lane to a number of quests after it with no issues just recently with the current release. What Item Sorter are you using?
 
of course, I will warn that its pretty long. and yeah with the auto skip it just decides hop skip and jump straight into Art of War.

You are using an old Item Sorter: Valdacil's Item Sorting (2016) - not sure if it has the ability to exclude SS2 objects from it's tagging or if it tags quests.

I'm looking for something that will overwrite Workshop Framework primarily.....or change how SS2 scripts function.
I would suggest installing Workshop Framework Script Override available as an optional file at the end of your load order to see if that fixes things, to return Workshop Framework function for game play.
The City Plans and SS2 Addons will all be fine, just some of the other mods I'm not familiar with.

Does anyone else spot a mod or load order or mod issue? There are some mods there that I'm not familiar with.

Valdicil's conpletely excludes all things modded. It really only sorts vanilla stuff and I have been able to finish the game before with it installed, and yeah I can get the WFSO, see how that changes things
