My plots are refusing to build

I have involvement turned off (plot cost, SPECIAL traits et al. requirements), 10,000 of each material both in my inventory and workshop, settlers available to build, and yet I have the following prompt.
What might I have possibly forgotten to do, or have done wrong, to cause this? This affects all plots.
Any help will be appreciated, trying to build a city plan.

Do you have Pay from Workbench and Pay from Inventory ON in the Settings?
