Municipal Plot - Advanced Water - Wrong

I am trying to create a new Municipal Plot and assign Advanced Water to it but it keeps using ILS2 Caravan Services plot instead. Have tried Destroying it and recreating multiple times with no change.

This is a non-foundation 2x2 plot. Any idea of what I am doing wrong?

Just to make certain, you're 'trading' the "Advanced Water" thing over into your inventory on the left and then confirming that 'trade', correct?

Maybe try picking a specific Advanced Water plot instead of the 'category' thing and see if that works.

Correct, I purchase the Advanced Water from the right and it goes to the left column. I hit R to Accept and the Enter to complete but it just stays as the Caravan plot.

So if I read your second statement correct, the option I am choosing is a Category and not an actual plot plan? Then that may be my issue as I do not see any other options for Advanced Water. How do I unlock those?

That might be why it's failing, yeah. For some reason, sometimes "Advanced Power" and "Advanced Water" Categories show up for some people even without having any plots that actually fit that subtype, and if it can't find one it probably just goes random. Never did figure out why it does that... you might have to just wait until you unlock them 'normally' (by either building enough Basic ones to level 3, or completing the quest given by the Unique Settler called "The Ventilator")

If you do have them unlocked, make sure your assigned settler can use them(5+ PER), then give it time enough to see what is actually being built. I find those panels often lag behind due to script lag.
