I have noticed, that when I play minutemen questline, I notice that the game becomes really unstable once I have some settlements built up. Not even too many, like 10+ or so. Without minutemen I can have a city in 80% of the Commonwealth places before any issues arise. So is there any fix for this and has anyone else noticed this?

I am 9 and without problems. But the first time I built 3 settlements at the same time. I never went to visit them and noticed a lot of recharge on my PC.
When all three were already at level 3, I went to visit them, they were finished but crashed, my CPU at 100%, the donation drawer took 10 minutes to update. I went to Diamond City to wait 30 minutes and let it finish its processes, it didn't work.
Solution, go to each settlement and wait for all its processes to finish (there were several overlapping repeated desktops, weird). Since then, the settlements one by one and I will visit them after each level, I have not had that problem again.
