Max number of settlers?

So.. Is there a number I should try to avoid going over? Is it an engine limit thing? Cause I miss having vanilla settlements with 15+ people

I've found that at all but the absolute biggest settlement locations (by which I mean Spectacle Island and Vault 88), you'll likely be pushing against the "Build Limit" by the time you have around 10 people all with a home and a job plot. That's not really a "hard limit" though, and Workshop Framework lets you increase that Build Limit it's really system dependant how far you can push that.
Although I suspect something odd is going on with that build limit calculation for SS2 plots, to be honest, it's getting hit WAY quicker than SS1's were

The mod's more "advanced" systems of resource sharing appear designed with the idea in mind of you having lots of settlements around that size and specialising them into different tasks (like farming, or resource production, etc) though, rather than one massive one.

The way I've seen, and tried to play it, is having the large "outer" settlements like Sanctuary and Sunshine Tidings as specialist locations, with the smaller settlements like Hangman's Alley or Oberland as "caravan relays" since unless you do something like build yourself a massive, five story tall fortress from border to border, you're not gonna be able to get anywhere even close to the same sort of population and production.

In a more direct answer, the standard limit is 10+(Your Charisma Stat), but the Municipal Comms change that to the number of available beds/housing plots. Which can make places like Starlight into massive trade hubs while smaller settlements will struggle to get past six settlers due to real estate.

My issue is less physical space and more that the game doesn't behave very well with assignment and the HUD for needs (such as work, homes, etc) gets a little funky when i go over 10 or so

Well figure this.
1 settler has a work, home, and luxury plot. So that figures out to 2.3 plots each.
20 settlers would be about 46 plots.
After 30 plots or so you scripting for that settlement is going to drop hard.

In my current game I have like a 30 population at Starlight and my scripting is pretty stressed. I literally can not approach on foot if I recently visited other settlements that session. I have to fast travel/coc to get it to load.

I have at Starlight at the Moment 40 Plots (20 House 3 Agri plots and 17 Fabrics + some Small other stuff from Vanilla Turrets for the Deff and entertainment for the Moral.Until now it Works my Fast travel Point is Facing away from the settlement on the other side from the Building Zone. When i go to my Settlements i dont move for 1-2 Minutes so they can load better a little bit.Until now i don't see lags or stutter when i move then between the buildings. But that can be why i Build in a Way so i see always only half of the Settlement. It get load full but you see then lesser Movement that save some Frame.

I noticed that too. For quite some time the build limit stays pretty stable and then it suddenly spikes, although there are no additional buildings.

Its why SS2 level 0 Buildings start with near 0.To make the 40 Plot Settlement form me i start with Vanilla Build limit and after i place all 40 Plot i was at 60%-70%.After i send all 20 Settlers to the Settlement to start to Build they stop after 4 Houses the Limit was direct reach to Build all Plots to level 1 i must rise the build limit to near 200%

I've got theories but I'm not really sure what's actually going on until I bust out the SCIENTIFIC METHOD on this. And with all the wierdness my own saves keep doing that apparently literally nobody else is seeing, I don't even know whether I'd believe me.
