Just an idea that came to me recently; another vector that could be used for 'tutorialising' and/or sneaking more lore in could be adding custom loading screens. I'm pretty sure those can even be keyed to quest progression too, so there's a lot of potential there for, say - one screen for each Plot Type giving a little overview of what they do, little notes about certain characters, brief descriptions of mechanics, etc. etc.
As a more specific example: could use the built-in Bar design as the graphic, and have the text talk about how Bars generate income, increase Happiness, and increase the amount of Visitors the settlement gets. Or once The Player's met THE RON, have one showing him with the text briefly summarising what functionality he provides. That kind of thing.
