Question Liberator Vassal issues

I've been trying to play through as Minuteman Liberator and I've run into a few quirks with the Vassal system regarding pre-conquered settlements. Either I am doing something wrong or there are some things that need some additional consideration.

For background, I let the system prebuild all the settlements with the exception of those that were not recommended by the system and player added settlements. They were built to level 1.

I used all these faction packs and set the system to randomly preconquer:
  • Supermutant (does not seem to be up to date with new functionality)
  • Atom's Glory Liberator
  • Libertalia
  • Regulators
  • Minuteman Liberators
  • Wastelanders
  • Gunners
  • Brotherhood of Steel

I have attempted several assaults and those that were against "conquerer" factions such as the Libertalia seemed to go off exactly as I was expecting. Hostile guards and non hostile civilians. Killed the guards, assault completed successfully. Instant Vassal. However, there are two issues:
  1. I can't change the flag. Error just comes up saying all resources are being sent.... I've seen this reported in other threads. Kinggath even commented a few weeks ago that he thought he had fixed this. Nope.
  2. If the settlement had any enslaved settlers. You can't do anything with them. There does not appear to be a mechanism in the game to free them and making them usable settlers or civilians.. Removing the collars by either console or pick pocketing them does not change anything. Oddly if you use the Place Everywhere additional item selection, you can scrap them. As far as I could tell they were not counting again the settlement totals in any way. Just useless people standing around begging to be freed.
Now, here is where the issue comes up. Assaults on Liberator settlement are quirky at best. For example, I assaulted a settlement which was already a Minuteman settlement. I find this already strange as I AM a Minuteman, so I need to assault my own settlement to make it a vassal?! Putting aside the non immersion of this, I went ahead and assaulted the settlement. Civilians were hostile, but the Miinuteman Guards were not.

I walked in and put down all the civilians and got the prompt to kill all remaining defenders. At this point quest markers popped up above all the Minuteman defenders, but they still were not hostile. I was able to walk up to each of them, one by one and shoot them in the face to kill them. None of the others would become hostile as I did so. I proceeded to kill all the rest in a similar manner and the quest completed successfully.

This issue could be unique to trying to claim a vassal from a settlement controlled by the same faction as the assaulting faction.

Point is, since the faction is not hostile to begin with, the assaults are not behaving as expected. There needs to be a way to take an allied settlement and make it a Vassal without the assault mechanism. I can do this with an outpost by just dropping down the war planner desk and claiming the settlement. Why not a Vassal?

I have not tried an assault yet on one of the other "liberator" factions, though the BoS has control of Graygarden so that will be coming soon. Perhaps it will work normally. I will report back after trying it.

One last thing. Not related to Conqueror specifically, but the Supermutant pack specifically. Frankly I don't think that faction pack is working as intended. I don't think I would use it again.

I have had two assaults on Supermutant controlled settlements. Both settlements had large clusters of Suiciders that were not hostile. Only the hounds were hostile. Each one had a single human Civilian as well. Once I took control of each, the Suiciders were available as Warriors, but not usable on a Minuteman assault due to the wrong faction. I used the Personal Guard system to take them all out with me and had them all go kill themselves on a Mirelurk. Problem solved. It seems like that faction pack has been abandoned. Maybe I should try to make my own.
 
Interesting. In my last test playthrough, i left the MM alone. they are neutral by design. but, suppose something happens to change that. i attack them, or they attack me (Regulators). ideally, faction relations (reflected in all NPCs) should be changed from neutral to hostile. similarly, if there were a way, i'd be nice to create an event that could sway the relationship the other way. help out the MM or they help out the Regulators, and then relations change from neutral to allied (with attendant adjustment to help allies). since Conqueror was initially developed around Jammer and that questline (i believe) still has more work, i think we are a ways away from seeing a change around this.

fwiw, my FP is very rough. hope to make some updates of interest soon.
