Question Liberator Question

I am playing with the Minutemen Liberator pack, trying to do a real General playthrough. However I've come across something strange and I'm not sure how to approach it. I enabled preconquered settlements to make it feel more like I was reclaiming the wasteland and all that. However some of the settlements are preconquered by the Minutemen, just not MY minutemen. I remember in Kinggath's video about liberators he mentions how sometimes just talking to them should work. How can I make them a vassal/outpost without running an assault? Also whenever I do do an assault, the civilians join the attack, instead of being in the tied up position that they should be in. All of this is pretty immersion breaking and I'd really like to get it fixed because I love this mod. Thanks!

In the bathroom setup scene, for Conqueror/War Options/Pick Faction - the Minutemen should be moved to the left - My Inventory, which will remove them as a separate faction.

Excluding named NPCs, in each of my vassal assaults, the majority of citizens/settlers join in the defense. My immersion rationale is - the citizens have been living under factional rule for decades - so some citizens would be expected to prefer the status quo or, if you prefer, Quislings. In addition in most of my assaults, there are some Quislings who can not be killed by the Minutemen - they fall to the sitting position and then get up and usually shot at me. The only way I have found to stop them, is for me to shoot them.

PS: for Outposts, in particular, removing some of the citizen Quislings is desirable for morale, which has a significant effect on W/R/E in Conqueror.
