Leaders Don't Complete Settlements and NavMesh Blocks

I recently put Codsworth as a leader in sanctuary. He would build almost everything but then overtime forget about them. I also have random NavMesh Blocks shown all over. I hope it isn't my mods conflicting..

you can turn of those blocks in the holotape Options >Gameplay> Visuals and look for WS mod
did you scrap those broken buildings before u built city?
 
Hey.

There are two white sheath icons with arrows in NMM Plugins view. These icons allow you to import or export load order as TXT-file. If you ever need to post your load order from NMM, then using that function makes it far easier for us to see and search the load order, compared to screenshot images.

I selected the option to scrap the settlement but it didn't fully do that.. It left many things behind.

I see a lot of floating parts for power and other things that arent connected to the ground like a power pylon in the sky floating...
 
did you try and refresh the city if possible?
 
Well it may not be a good idea to do any refreshes until you have read this

As to the Navmesh blocks, this may fix that issue:
Turn the City Manager Holotape to [Options][Gameplay][Visual][City Marker Objects] to WS Mode
Go into Workshop Mode, you should see all the Navmeshes and Bluemen.
upon closing WS mode they should disappear.
