Question Leader stuck, cant dismiss/swap outpost leader.

Hi,
I have an issue with changing outpost leader. I can't dismiss current one and change for a different one. The game says the "leader dissmissed" or "leader changed" but when I go back to planner's desk it's still the same.
Any ideas? Brute force console command?

Uncertain why this would happen - if anyone can send me a save with this occurring I'll take a look.
