Laying foundations not progressing after killing raiders

After i went to concord and killed the raiders, it marked off the objective but it wont let me progress the quest any further. The stranger still follows me around and kills things, but it wont let me talk to him or anything.

It's tied to the Preston quest. You should get two notifications after having killed all the raiders. One, to go talk to the stranger and the other one to return to the museum of freedom. If these messages don't pop up, there's some stray raider you have overlooked so far.

I have killed all the raiders in the museum, the raiders were spread out across concord and i had to keep wandering to actually get anywhere.

When you say "get anywhere" did you fix the issue?

No it didnt mark off the objective until i wandered all over concord looking for people to kill, that was when it progress

I would have rolled back to an earlier save and tried again. You obviously missed something somewhere since neither quest ended.

The minuteman quest ended o.nly the sim settlements quest is still standing
