I left some comments on your Nexus page yesterday and suggested some Clipboard features. By reading your reply to the other suggestion, I understand that you're not doing any SE part for now.
Basically what I was primarily suggesting is adding the capability to move layers to precise positions with precise angles. In Clipboard, the clone tool acts like a vanilla floor piece which can snap with other structures, and all objects copied/pasted are referencing the position of that clone tool. You could either do it similarly or grant users the ability to setpos/modpos/setangle/modangle a whole layer.
I also think it's better to have a hotkey option for calling out pop-up dialog(s) of layer editing, so people can select action by clicking with mouse instead of messing too much on keyboard.
