Solved Launching an attack

So I was trying to launch an attack on one of the settlements near by from sunshine tidings co-op, I scouted all the settlements nearby and all locations that were marked on the map. I went back to Jammer and said I was ready, he said that there are no settlements close by. I figured I must've missed something, so I went to Abernathy and killed everyone not marked as civilian and went back to Jammer and he said the same thing. Is there something I am not noticing.
