This may be an old thread but just wanted to share something I found. I messed up Rufus quest. Somehow. Anyway, he never got his robot. I accepted my fate of never being able to recruit a colorful artist lady but she was still waiting for me in Goodneighbor. So turns out the Rufus quest isn't needed at all. Or maybe just agreeing to help him works. Did the Dig though (everyone was alive), helped Fred, talked to Vault-rep and moved him.

I'm starting to think it's a fixed thing like "help 3 people or agree to help 4 people" or something. Not like this is something really important you or anyone else (or even me) should be wasting time tracking down, just curious about the actual requirement lol. But the best way to know would probably be to directly ask the person who put them there.
 
Before I forget: actually managed to recruit Jason Martin. His requirement "learn about the gunners somewhere" may refer to something very specific as before this I very thoroughly questioned Fred Allen about the gunners before taking his quest. Not sure if asking McCready works for this. Killing hundreds of them may not count...

There are actually internal variables for "the player-character learned about X" for a bunch of topics (the various factions/races of the post-war world, mostly), but a lot of the time the base game isn't the best about actually setting and/or checking those variables. I know for a fact there's some really poor efforts at enforcing the "player-character knows what a Synth is" one, with your character able to ask several times as if they've never even seen one before. "Unofficial Patch" probably fixes a bunch of those, but I don't use that so I wouldn't know.
 
Well, most of the people in the game world don't exactly know what a synth is. There are the lovely folks with erased memories, coursers, ugly ass metal skeletons... not so ugly plastic and metal dudes that are almost human and work as slaves... and Nick. and Dima. Ive probably had hundreds of hrs gameplay before realising those metal slaves are the gen 2s. I guess. Still not sure about that.

There are a lot of things that seem intuitive, but work differently that one would assume. The only way to know for sure would be to find out what triggers it to be set in the first place. From the little experience I have with that, the ones I looked at are set when the player meets a faction.
