At both the War Desk and the City Planner's Desk, my only options are the American Flag and, oddly, the BoS flag. I have not done hardly anything in Vanilla.
After picking a name with Jammer, i checked the flag unlock globals. The name i chose was still 0, as were all the others.
Via console, manually set the one i chose to 1. No effect. Set a bunch of them to 1; still no effect, never appear as flag options at the desks.
