Jammer won't let me attack

I have Oberland station, Abernathy farm, and tenpines bouff scouted but whenever I talk to jammer, he says we don't have enough people and asks for caps and chems. I have a pop of 26 in my RR Outpost, and u can't expand past that because of this

This should be fixed a minute or two after you install the 4.0.1 patch due out Friday the 1st, once it finishes running the upgrade scripts.

Is there any way to get past it for now or do I need to wait?

You'll have to wait, there are way too many variables involved for this to be resolved with console commands.

Though, usually when we're doing these first couple post launch patches, I will often post public betas a day or two early, so keep an eye out for that.

I’m having the same problem, hopfully your patch on the 1st fixes this. Love the mod btw , totally game changing.
