No Response Jammer turned hostile... now what?

I did Jammer's first quest, then refused to join him, he turned hostile and I killed him thinking I could assimilate settlements the 'normal' way but just run-across pre-built cities which I loved the idea of from an immersion standpoint.

Thing is... I have no idea how to recruit these settlements now. From the forums posts I've seen even playing as a minuteman you have to attack these settlements which seems a bit... odd?

Is there a way to assimilate these settlements peacefully ala the base game?

Have you tried talking to all the civilians? You are looking for the one that will ask you for help. Once you finish and turn in their help quest, you should gain control. At every prebuilt I've visited, there's always been some civilian looking for help. Tenpines was the usual settler with the usual quest. At Zimonja and Sunshine, a civilian wanted help. At Country Crossing, a civilian, but not one of the two original settlers, was looking for help.

I would make a save right before you start looking for the quest giver. If you get a kidnapping quest, you may very well want to reload and try again until you get some other kind of help quest. Kidnapping quest might have you trying to rescue a molerat or a feral ghoul or some other oddity.
 
Awesome, I clearly just wasn't looking hard enough, will try again with the next settlement. Thanks for the tip and the lightning fast reply - much obliged!
 
Remember that some settlements have a fixed quest to help them as well: Finch Farm, Greygarden, Warwick Farm, Abernathy Farm off the top of my head. Oh, the Slog too. The quest is always given by the same people in those examples, pretty sure it carries over even if the settlement's been built up.
 
Okay so I've been to a few settlements now and I'm noticing a pattern. I'm able to find a quest for settlements which would usually have settlers, such as Abernathy Farm and the one in the very south, near the underwater vault (I forget the name) but for towns that would have originally been 'clear out' missions I've been to every civilian and shop-keep that I can find and no one will issue a quest, am I just failing the find an NPC that's hiding somewhere or has someone else experienced this? Could a town bell be added to default layouts to make finding the settlers easier?
 
Just got a super mutant quest from the Coastal Cottage - so I think I was just not looking hard enough, thanks all.

Craft a town gavel at any chem bench. You can use it to gather up everyone around you. It works in prebuilts just like in owned settlements.
