Jake wont appear if I complete the Out of Time with Codsworth

If I complete Out of Time (the first mission after returning to Sanctuary) I build the recruitment beacon then nothing. If I build the beacon before completing Out of Time Jake appears. Could not find anything with a search so not sure if its a bug due to another mod or just Sim Settlements 2 in general? I also tried building a beacon in another settlement after completing Out of Time and still no Jake.

Is there a way to force Jake to arrive?

Cosworth is not unlocked as a companion until Out of Time is completed. Having him earlier than that probably broke some scripts.

So you probably have a mod that is interferring.

That's not true. You only have to unlock Concord by going there. Once you've unlocked the destination, Codsworth will talk to you about your findings and offer himself as companion.

When you reach Preston on the balcony that ends Out of Time and When Freedom Calls starts. Codsworth is then available to be your companion.

I have definitely gotten him as a companion without ever even hearing Preston's voice. The initial dialog with him has multiple variations if you leave it until later levels (and also for main quest progression), at which point he will become a companion.
This happened on my current game, and did not affect SS2 in any meaningful way - I didnt do the questline on this save though.

Hmm. I just never done it any other way since it is basically free xp to finish Out of TIme.

Codsworth will become available as a companion after any of:

• Reaching an invisible trigger point in Concord during the quest Out of Time. It is not necessary to complete the quest - simply getting close enough to the Museum of Freedom to start hearing gunfire (up to the playground in Concord should be close enough) and returning to Codsworth will suffice.
• Reaching Diamond City before reaching Concord, thus starting the quest, Jewel of the Commonwealth.
• Meeting Nick Valentine in Vault 114 before reaching Concord or Diamond City, thus starting the quest, Unlikely Valentine.

I leave the hammering idiots in the museum all the time but I still always visit Concord.

Quite the opposite, my intent was pointing out that its vanilla behaviour so there must be something else interfering.

Someone joining a forum and making their first and only post to bad mouth what I consider normal behavior regarding on when people normally complete Out of Time.

Saying it is something else is assuming the OP is not using a mod to cause it.
Do you have any idea how many mods are out there to fix Out of Time for mods that edited the Sanctuary cell and deleted the bloat flies making the quest impossible?
You also have compatibility patches for the CC Tunnel Snakes which would screw with Out of Time and When Freedom Calls.
I am not going to rule those possibilities out just because you do not follow the normal path of progression that others do.
