Jake/ Stranger not spawning

I have started a new game, read the robco manual and got a functioning, settlement radio but Jake isn't turning up. (Other settlers have)

Is there something I can do with my listed mod load order to get him to spawn or if push comes to shove a console command I can use? Very frustrated because I can't enjoy the mod.

Load order is attached via screenshots, please note I have the city designs megapack installed that takes up most of pages 1-6.

Update, updated workshopframework but still no jake.

workbench doesn't show any simsettlments related content either but I am unsure whether this is intentional/ inevitable since its stuck behind quest content. Is there a way of spawning/ starting the quest directly using console commands?
 
Any time you remove mods, you need to start a new game. Hopefully you are doing that.
Perhaps, time to try just the minimum mods required to play SS2 and see if you can get the game going, then add in City Plans, etc.

Right, so can I get away with deactivating mods or do I need to get rid of everything in one go?

Also, is there a way of skipping the character creation bit? Starting an entirely new game sounds very disheartening and excessive.
 
I would avoid any mod that changes the workshop, most weapon mods are okay - any that we know are problems are listed on Known Issues
Any mods that are listed on Available Addons should be okay to use. I haven't tested all of them, however, they've been added because members of our community have used them, or made them.
There is some good advice about modding the game in general under Links and Suggestions
Always read the mod author's description and review their bug reports before installing a mod.

How long did it take from starting a new game to spawning Jake?

With all those city plans, its likely script code is still initializing things in the background and SS2 isn't ready to spawn Jake. SS2 stuff will not start until the vanilla code that initializes the workshop system is completed. Either that or script lag is delaying the code that spawns Jake.
 
I could not get jake to spawn on 2.3.2a so I loaded 1.0.10 and he spawns. I have no idea why he doesn’t spawn on 2.3.2a though. Does anyone else have similar problems?

I just tested it myself, and he DID spawn, however he wasn't automatically walking straight towards me - look at him over there going towards that house instead of to me. That's... odd.
It's possible he did the same for you and is somewhere at random within whichever settlement you're in.

I'll throw a ticket up on the Git about this and get it double-verified to see what the deal is. #1143, if someone else wants to confirm for me.

I haven’t updated yet, still on 2.3.2a. I start new game few wks ago…Jake spawn in perfectly fine. I even walk away a bit and Jake walked after me. All quests so far proceeded normally. I’m at the quest where Jake send you out to different locations to drop radio beacons. I do have one question. Did kinggath fix all the 100 and 1000s of dead bodies laying everywhere in settlements from disease kills. Haha.
 
I checked it out again testing the versions I stated previously. in the oldest version jake turns up and I get the workshop caravan info, but in the newer, I get neither. I also tried it on just a basic ss2 load order with the mods it needs. it is the same. So I am at a loss here lol I can play with the older version, but I can't get the free asams from jakes workshop.
 
Okay, I got 2.3.2b working, the load list is very slimmed down though, but Minutemen radiant squads and Militarized minutemen appear to work, so I am happy. and bonus, now I can swipe Jakes asams.
