he wouldnt stop following me when i was trying to do a quest so i shot him and now he will not stop attacking me and dogmeat will not stop attacking him

Since you've attacked him, it's to be expected that he will keep shooting back. Not too sure about him following you in the first place, probably some quest stage that didn't complete properly or he's meant to follow you on some portions of his quests (i.e. going to station Olivia or looking for some group) and you've never finished that. Either way, it would be the best to roll back the save.
