My settlers won't move, they just stand around and don't interact with anything. King said it might be a scrap mod but this is the only one I use.

It sounds like you scrapped something that broke pre-combines and therefore your navmesh is broken. I don't know much about it, but I had the same problem a few years ago and someone here explained it to me.
Scrapping mods are not really safe to use. I occasionally load Scrap everything for specific targets, such as a single bush that is bugging me, but I test it out to make sure I didn't break anything before continuing play.
