Invisible city build items (floors, walls, etc)

Usually I get something or other which is invisible in a given city build which doesn't happen to me in manually built settlements. Generally it'll be a shack bridge, walkway, or fence section. The invisible object will have collision and I can walk on the invisible sections, can't go through invisible walls, etc. It is generally the same thing every time. For example, the barge in Egret Tours as well as several sections of the fence or the shack bridge to the desk location in Jamaica Plains, or the walkway leading to the player home in the Hangman's Alley city build, or the silos in Abernathy farm. If I rebuild the city the items will generally show up temporarily but will just be invisible again later.

I've tried changing various settings and it happens with the default textures as well as custom ones.

I'm on a PC with Windows 10 and Nvidia GTX 1080i w/11GB of memory, 64GB of system memory and ENB.
 
I managed to do something weird when I first started modding where I had a lot of mods that worked fine (or seemingly so, - some I just didn't know what wasn't working) and others were broken (usually textures); it turned out I had edited to allow mods in an ini file in the Fallout Game Folder, *not* the file in the save game folder.

And the results was loads of invisible textures et al.

In my defense, there was a file with the same name in both folders and none of the instructions I found mentioned the path, but hey, it would do my heart good to know I wasn't the only person that did this.
 
This sounds like the game is having memory management issues, the Sim Settlements code has no control over whether or not things will render or not - it's all done at the engine level.

Does refreshing the city fix it?
 
If I refresh the city everything seems to show up short-term but disappears again when the game or area is reloaded. They aren't pink textures, just not rendering although collision is definitely there.
 
Definitely some sort of game engine quirk. If you save after it happens, close the game, and re-open it, do they render?
 
@Jonnan I don't have those files in my Fallout game folder, just the My Games location.

@kinggath Nope, same if I go away in the game and come back. It's always the same objects though from what I can tell. The windmill tower in Ten Pines, etc. ENB or no-ENB doesn't matter although it's not as bad with ENB. I tried the lower res texture sets, etc. but it just seems to happen.

The objects don't disappear and reappear when I move around and I have more memory than most users. Perhaps this happens if there are simply too many objects in a cell but it always seems to be the same ones. I have clutter disabled still btw. This only happens in city builds so far but that's really the only time there is that much "stuff" everywhere. I am using the extended size settlements so the non-pre-combined area is larger so perhaps it's just an engine limitation. I usually don't scrap much until after level 3 but I can always try scrapping the fence and some of the local color to see. :)
 
One more thing, it's not always something large and this one small thing has had the issue since the City plan was first built. It's the plank bridge to the player home with the desk at Jamaica Plains. What's particular about this? I wonder what it is about some specific objects since if it was a general memory or rendering issue I'd expect it to be pretty random. I'll go ahead and scrap it and see if another bridge more appropriate for walking home drunk has the same issue.
