So I have looked at the install instructions on the wiki for SS1 and followed the skeleton found on the wiki for SS2. That being said, it could be trimmed in some way. I hope it is somewhat helpful. I know that Sim Settlements attracts newcomers to the modding scene, so I think the guide is important. Also, I don't know how to restart the numbers...

Vortex Installation and Update Instructions

Initial Installation
Easy Installation
  1. Download and install Vortex.
  1. Visit the Workshop Framework, HUDFramework and Sim Settlements 2 mod pages and locate the main files in the FILES tab, then click on the MOD MANAGER DOWNLOAD button. You may also download the optional file for Sim Settlements 2.
  1. Once the mods are downloaded, install and enable them in the MODS tab.
Manual Installation
  1. Download and install 7-zip.
  1. Visit the Workshop Framework, HUDFramework and Sim Settlements 2 mod pages and locate the main files in the FILES tab, then click on the MANUAL DOWNLOAD button. You may also download the optional file for Sim Settlements 2.
  1. Locate the archives you have just downloaded, then click and drag each one to the lower panel of the DOWNLOADS or MODS tab.
  1. Enable each one in the MODS tab.

Updates
Visit the Workshop Framework and Sim Settlements 2 mod pages, download the new versions and enable them. Make sure to either disable or uninstall the previous versions using the status button in the Status column or the version number button in the Version column.

Mod Organizer 2 Installation and Update Instructions

  1. Once the mods are downloaded, go to the Downloads tab, right click on an archive, select Install, then click on OK. Make sure that Sim Settlements 2 and SS2 Extended have the correct name before clicking on OK.
  1. Enable the new mods by checking the small box on the left of each line.

Updates
Visit the Workshop Framework and Sim Settlements 2 mod pages, download the new versions and install them as usual, but this time you’ll get a prompt. Click on the Replace button to install the newer version over the previous. Do not merge the two versions together. Also, when installing a newer version of Sim Settlements 2 or SS2 Extended, make sure that the name displayed in the Name box is the correct one.

I wasn't sure if I should make a new thread or not, but this one seems to cover the topic.

I would suggest an addition involving the "fallout4custom.ini" file. Sim Settlements 1 had a wiki page suggesting that the papyrus settings in this be changed. A lot of users might still have these set.

Personally I noticed a big increase in performance when I reset these values to default. Perhaps it would be a good idea to suggest these be reset?

I got the idea after browsing the forum for solutions when my plot assignments started bugging out. I found it in this thread and the credit for this idea goes to them.

fallout4custom.ini (as per creationkit.com):
Code:
[Papyrus]
fUpdateBudgetMS=1.2
fExtraTaskletBudgetMS=1.2
iMinMemoryPageSize=128
iMaxMemoryPageSize=512
iMaxAllocatedMemoryBytes=153600

I am not sure what the official stance on .ini file modification is for SS2, but this just seemed like a good idea to me.

Edit: Added link to thread I was referencing.

Thank you. I'm running this question by the Dev Team
